3、投標人資格要求
投標人應(yīng)具備的資格或業(yè)績：1)投標人必須是從事同類電子設(shè)備生產(chǎn)與銷售5年以上（含5年）的獨立生產(chǎn)廠商，所投監(jiān)視雷達及場監(jiān)雷達自動化系統(tǒng)從2009年至今應(yīng)在國際上至少有3個現(xiàn)場實施項目實例的證明。（投標人需提供銷售合同或用戶使用證明或現(xiàn)場驗收簽字文件的復(fù)印件，銷售合同必須以簽訂時間計算，銷售合同、用戶使用證明和現(xiàn)場驗收簽字文件均需能反映上述時間、數(shù)量及規(guī)格等要求）。 2）投標人名稱應(yīng)與招標代理機構(gòu)的購標登記表上的名稱一致。如不一致，投標文件中應(yīng)附有投標權(quán)轉(zhuǎn)讓函，否則其投標文件將予以拒絕接受。 3）本項目不允許聯(lián)合體投標。 4）所投產(chǎn)品必須獲得有效的中華人民共和國無線電管理委員會針對該無線電設(shè)備的進口許可證（無線電發(fā)射設(shè)備型號核準證）（需處于有效期內(nèi)，若證書要求附加其他資料方為繼續(xù)有效的，須按要求附加其他資料）； 5）所投產(chǎn)品必須取得有效的民用航空空中交通通信導(dǎo)航監(jiān)視設(shè)備使用許可證或有效的臨時使用許可證,需提供相應(yīng)復(fù)印件。投標時未能提供的，須保證在合同簽訂后10個月內(nèi)取得有效的許可證或臨時許可證，并按照招標文件要求提供承諾書（詳見格式III-7-3）。

3.Qualification Requirements For Bidder
Qualifications or Performance：1)The bidder must be the independent manufacturer who sale similar products over five years (including 5 years) in international market. Surveillance radar and radar automation system field supervisor from 2009 to date should be cast in the international scene has at least proved that three instances of implementation of the project . (The bidder must provide the copy of sales contract or user’s document, sales contract must be entered into the calculation of time. Sales contract or user’s document must show the times and specifications requirements.) 2)Bidder’s name must be matched the name on "Biding document purchased registration form" by bidding agency or the bidder must provide the transfer letter of bid right in the tender document, otherwise the tender document will be rejected. 3)The project does not allow the consortium bid. 4)The bidding product must have the “Radio Transmission Equipment Type Approval Certificate” by People's Republic of China Radio Management Office. The certificate must be showed in the bidding document. .( The bidder must provide the copy of the permit and the permit must within its validity period. If the permit requires additional other documents to remain valid, the documents must be provided.) 5)The manufacturer must provide the copy of “Civil aviation air traffic communication, navigation and surveillance equipment use permit” or “Civil aviation air traffic communication, navigation and surveillance equipment for temporary use permit” by Civil Aviation Administration Air Traffic Management Bureau of PRC. When the bid failed to provide the required guarantee to obtain a valid license or temporary license within 10 months after signing the contract , and to provide an undertaking ( see format III-7-3) in accordance with the requirements of the tender documents .
